Amber Archon Shards can be used to upgrade utility stats, such as ability cast speed, parkour velocity, or pickup effectiveness. Mordor could likely stomp the Grove, beat Hoelbrak with such overwhelming numbers, and would stomp Rata Sum if they actually had any way of bringing a substantial force there. None of those would stand up to meteor showers from elementalists. This means that the human magic users could focus all of their efforts on siege towers, ladders, and battering rams without any fear of ranged counter attacks.
In short, ALL ranged attacks from the LoTR armies would be useless. However, as soon as they started firing on Divinity's Reach, Jennah created a huge dome (think the mesmer skill, Feedback, only big enough to cover a city) which blocked all of the siege fire from then until the attacj was over much later. Keep in mind that these people had been experimenting with bloodstone and jade shards to give their siege weapons a major boost.
Divinity's Reach is sieged by the White Mantle. Perhaps her most impressive feat is what she did in season 3 of the Living World. She also apparently used a glamour to hold hundred of combatants in place (though I don't know the context of this). She created a clone of Kralkatorrik that was convincing enough to fool the elder dragon's own minions. Queen Jennah herself is quite possibly the most powerful mesmer in Tyria. It'd be closer since the city has more entrances, but humans tend to have more powerful magic users.
